RMiT and GRC Software: How Technology Supports Each Requirement

In force

Submitting a gap analysis is one milestone. Keeping your RMiT assessment, evidence and outstanding actions current is continuing work. The software map below shows where different tools can help your teams maintain that record.

Connect RMiT Requirements to the Software That Can Support Them

Keep the assessment current.
Keep the evidence connected.

Bank Negara Malaysia’s Risk Management in Technology (RMiT) policy sets requirements for managing technology and cyber risk. The underlying revised framework took effect on 28 November 2025, with an updated document issued on 25 September 2026.

The initial 90-day gap-analysis submission period has passed. The continuing requirement is to identify gaps against revised requirements, address them and maintain an updated annual assessment of compliance that can be provided to Bank Negara on request.

For institutions within scope, this creates a recurring information challenge: connecting each applicable requirement to an assessment, supporting evidence and any outstanding action.

Who this page is for

Technology risk, compliance and audit teams in Malaysian financial institutions assessing their existing systems or exploring software support.

Check what applies to your institution

RMiT’s scope includes banks, insurers, takaful operators, development financial institutions and specified payment and remittance institutions. Eligibility criteria, market-share thresholds and paragraph-specific exemptions matter.

S Mandatory standardG GuidanceA useful assessment preserves this distinction.

Four areas of work.
Four ways software can help.

RMiT covers more than one software category. This map focuses on four areas where GRC software can support assessments, oversight and assurance. It does not cover every technical control in the policy.

Self-Assessment
and Gap Tracking

Paragraphs 18.1–18.2Compliance software
The requirement

Assess compliance, identify implementation gaps, maintain actions with timelines and milestones, and retain the updated annual assessment for Bank Negara.

Map each applicable requirement to an assessment, flag implementation gaps, assign actions with milestones, and link supporting evidence to the annual record. Review history helps keep it current.

Requirements · Evidence · Action tracking

Technology
Provider Oversight

Paragraphs 10.46–10.49Third-party risk software
The requirement

Conduct due diligence before and throughout an engagement, establish the required service-level terms, and develop a roadmap for continuous monitoring of provider cyber posture.

Organise due diligence at onboarding and review points, record service-level terms and monitoring plans, and link provider evidence to issues and follow-up actions.

Due diligence · Reviews · Follow-up

Technology Risk
and Board Reporting

Paragraphs 8.1–8.6 and 9.1–9.3IT risk software
The requirement

Establish technology risk appetite and tolerances, identify risk owners and indicators, classify systems by criticality, and integrate technology risk into enterprise risk management.

Record risk appetite and tolerances, connect risk owners and indicators to critical systems, and report technology risks and treatment actions alongside enterprise risks.

Risk appetite · Indicators · Reporting

Technology Audit
and Findings

Paragraphs 13.1–13.3 and 14.1–14.2Internal audit software
The requirement

Review the technology audit plan annually, maintain appropriate audit capability and arrange external data-centre and network resilience assessments.

Support annual audit-plan reviews and finding follow-up, then record external assessment outcomes, corrective actions and closure evidence. Software does not supply audit expertise.

Audit planning · Findings · Closure evidence

These are capabilities to investigate in a product. Support varies between suppliers and configurations.

Cloud and emerging technology also fit into the picture. Assessments can sit within the IT risk area. Software can retain assessments, review decisions and records of applicable Bank Negara consultations or notifications.

The four supporting topics in this series examine each area more closely, using readiness questions to help you recognise what your existing systems can support.

Track the commitment.
Understand what delivers it.

The later service-availability milestones remain relevant. Meeting them depends on operational capabilities as well as evidence that the work is progressing.

Service availability / Key dates

Early warning and stand-in processing

Implement the applicable mechanisms for early warning of service degradation and continuity during disruption.

Paragraph 10.31

Quarterly availability disclosure begins

Disclose service availability on a quarterly basis, within 15 calendar days of quarter-end.

Paragraph 10.35(e)

Paragraph 10.33 provides a specific guidance treatment for the measures in paragraph 10.31 for eligible e-money issuers, non-bank registered merchant acquirers and intermediary remittance institutions that have not been designated as National Critical Information Infrastructure entities.

GRC software supports the oversight

Track milestones, supporting evidence and unresolved actions. Delivering early warning and continuity requires engineering, service monitoring and tested continuity arrangements.

Specialist assessments provide assurance

Audit software can track external assessments and findings. Technically competent external providers perform the required data-centre and network assessments.

At least every three years, or following the specified material changes, whichever is earlier.

What can your systems
show you?

Use these questions to identify capabilities worth exploring. They are a starting point for reviewing your systems, rather than a complete RMiT compliance assessment.

Compliance

Can you retrieve the latest assessment of an applicable requirement, its supporting evidence and any outstanding action without rebuilding the record?

Third-party risk

Can you see a technology provider’s latest due diligence, required contract checks and unresolved issues together?

IT risk

Can you connect a technology risk to the affected systems, relevant indicators and agreed tolerances?

Internal audit

Can you trace an audit finding from the assessment through corrective action to the evidence supporting closure?

Where does the trail become difficult to follow?

Choose one question your current systems make hard to answer. That gap is a useful starting point for exploring software support.

Centvra’s view

Start with what your current systems make difficult to see, maintain or retrieve.

Describe that gap when searching through Centvra so you can explore software suppliers relevant to the work you need to support.

This overview helps you explore software support for RMiT. Which obligations apply depends on your organisation’s circumstances.

What to Consider

  • Look Beyond the Category Name

    01 / Applicability

Preserve the Scope of Each Requirement

A shared requirement library needs to accommodate differences between institutions, mandatory standards and guidance. Otherwise, an assessment may present requirements without the context needed to interpret its status.

What to ExploreWhether the software can retain applicability decisions and distinguish standards from guidance.

    02 / Evidence

Check How Evidence Reaches the Record

Monitoring results, asset information and provider assurance may come from systems outside the GRC platform. A record that depends on repeated manual updates may be difficult to keep current.

What to ExploreHow relevant evidence is linked or imported, and whether its source and review date remain visible.

    03 / Coverage

    Keep Related Obligations Connected

RMiT must be read alongside other relevant Bank Negara policies. Technology-provider arrangements that meet the definition of outsourcing are also subject to the Outsourcing policy. Business continuity requirements remain relevant too.

What to ExploreWhether shared evidence and actions can support multiple obligations while keeping each requirement identifiable.

Common questions

How can I use Centvra to explore software that supports RMiT requirements?

Start with a specific RMiT requirement or work area that your current systems make difficult to support. In Centvra, describe the capability you need—for example, keeping an assessment linked to evidence and outstanding actions—along with how your team works and any delivery constraints. Use the resulting shortlist to examine suppliers’ actual capabilities.

What needs to be maintained after the initial gap analysis?

Paragraph 18.1 requires institutions to identify gaps against enhanced or revised requirements and take steps to address them. An updated annual assessment of compliance must be available to Bank Negara on request. Software can help maintain the assessment, evidence and action history.

Can one platform support all four software areas?

Some platforms offer several connected modules, while other products focus on one area. Check the capabilities needed for your identified gaps, including how assessments, risks, providers and audit findings connect. A broad product label does not establish the depth of support.

Can GRC software meet the 2027 service-availability requirements?

GRC software can support oversight of the work, including milestones, evidence and follow-up actions. Service monitoring, early-warning mechanisms and stand-in processing require the relevant operational and engineering capabilities.
